Mike McDonnell has considerable experience in the design of HVAC systems for commercial, government and educational facilities. A 1996 graduate of the University of Maryland (BSME), he joined Mullins Engineering in 2004. Through his experience with MEC and previous employers Mike has served on projects with diverse technical requirements for high-profile clients including Verizon, Fox Broadcasting, the University of Maryland, and the Johns Hopkins Bloomberg School of Public Health.
Robert Thomas
Mechanical Project Eng.
Robert Thomas has over 15 years experience in plumbing and HVAC design, including for wastewater and water treatment plants, health care facilities, and educational institutions. He completed his BME at Johns Hopkins University in 2000, and received an MBA from Regis University in 2004. He joined Mullins Engineering in early 2006, and currently performs plumbing and HVAC design work for a variety of governmental, institutional, and commercial clients.
Joe Spears, P.E.

Joe Spears assists with Quality Assurance reviews of electrical engineering services provided by Mullins Engineering Company. MEC and Spears Engineering have a longstanding professional relationship, working closely together on projects of varying types and sizes. Mr. Spears has been Principal of his own firm for more than 10 years, and has over 25 years of successful experience in all phases of new construction and renovation design for commercial, industrial, and institutional facilities.
David Lin
Electrical Engineer
David Lin has a Master’s Degree in Electrical and Computer Engineering from the University of Missouri. His diverse project experience includes power distribution and building management as well as lighting, fire, security, telecommunication and networking systems. He has over 15 years of engineering design experience, and is well acquainted with field issues from his work as an electrician.
